- Represents clients in high-stakes government investigations, including False Claims Act (FCA) actions involving federal grants, contracts and cooperative agreements.
- Serves as the lead government contracts lawyer on complex corporate transactions and investments, including mergers & acquisitions (M&A), private equity investments and special situations.
- Guides clients in responding to Department of Justice (DOJ) and other federal agency investigations related to national security, including investigations related to foreign influence and federally sponsored research.
- Represents clients across sectors, including defense, space, higher education, and investment management, among others.
- Counsels clients on the government’s small business set-aside programs in the context of size appeals, M&A and regulatory compliance.
Marta is a leading government contracts lawyer with a broad practice representing clients in high-stakes government investigations, M&A and complex regulatory issues.
She has a particular focus on advising clients in responding to government investigations, including FCA matters involving federal grants, contracts and cooperative agreements. These government investigations often involve national security concerns related to federally funded research of sensitive technology. Marta has successfully defended clients in cases involving allegations of grant fraud, undue foreign influence, overbilling, research misconduct and other regulatory compliance matters.
Marta also guides clients through complex regulatory issues related to public procurement, whether it be counseling a company on how to prepare for its first government contract, to representing an established major contractor in a suspension and debarment proceeding.
In the transactional arena, Marta is frequently called upon to serve as the lead government contracts lawyer on a wide range of complex transactions and investments. She represents corporate and investment fund clients, including some of the largest asset managers, in buy-side and sell-side M&A, private equity investments and financial restructurings involving government contractors. Clients rely on Marta as a strategic advisor providing regulatory counseling and due diligence advice.
She is also a member of the firm’s space law & policy practice, advising both established and emerging companies in the space industry on issues related to cybersecurity, compliance, NASA and DOD funding agreements and federally funded research and development (R&D).
Marta maintains a robust pro-bono practice, frequently representing clients in immigration proceedings. Marta’s legal career began before law school when she lived in Kigali, Rwanda, where she conducted genocide investigations for an international human rights organization.
- Represented research institutions in qui tam suits alleging improper effort reporting, indirect cost recovery and post-retirement benefit accounting.
- Successfully defended a Fortune 500 company in bid protests at GAO and the U.S. Court of Federal Claims involving a $1.5 billion Operations and Maintenance (O&M) contract.
- Guided small business clients through SBA’s size and affiliation regulations and size protests at the SBA OHA.
