Biography
  • Represents clients in high-stakes government investigations, including FCA actions involving federal grants, contracts and cooperative agreements.
  • Guides research and higher education institutions in responding to foreign influence investigations and other sponsored research inquiries by federal sponsors, including the National Institutes of Health (NIH), the National Science Foundation (NSF) and the Department of Energy.
  • Counsels clients on the government’s small business set-aside programs in the context of size appeals, mergers and acquisitions, and regulatory compliance.

As a member for the firm’s government contracts and education practices, Marta Thompson represents clients in responding to government audits, allegations of misconduct and fraud, and False Claims Act (FCA) investigations. She also counsels clients on compliance obligations associated with federally funded contracts and cooperative agreements and grants, including cybersecurity, privacy and data protection, cost allowability, indirect cost recovery and cost accounting. She advises on regulations such as the OMB Uniform Administrative Requirements, Cost Principles, Audit Requirements for Federal Awards (Uniform Guidance) and federal agency policy on sponsored research. Marta has represented numerous higher education institutions in responding to foreign influence investigations by federal sponsors, including the National Institutes of Health (NIH) and the National Science Foundation (NSF).

In the international arena, Marta frequently advises research and higher education institutions on international academic and research programs. She has provided best-practice advice and drafted contractual agreements for U.S.-based institutions relating to foreign campuses, dual-degree and study abroad programs, international student recruitment and other cross-continental operations.

In the litigation space, Marta represents clients in bid protests before the Government Accountability Office (GAO) and U.S. Court of Federal Claims, and size protests and appeals before the Small Business Administration (SBA) Office of Hearings and Appeals (OHA).

Marta’s regulatory practice also includes counseling clients on eligibility requirements for small business set-aside contracts. She assists clients in navigating the Small Business Administration’s (SBA) affiliation rules and procurement programs such as the Small Business Innovation Research (SBIR) and Service Disabled Veteran Owned (SDVO) programs. She also counsels clients on eligibility and compliance with the SBA’s Paycheck Protection Program (PPP).

Marta maintains a robust pro bono practice, frequently representing clients in asylum and Special Immigrant Juvenile Status (SIJS) proceedings.

Marta’s legal career began before law school when she lived in Kigali, Rwanda, where she conducted genocide investigations for an international human rights organization. While in law school, she served as an associate editor of The Catholic University Law Review and member of the Willem C. Vis international commercial arbitration moot court team.

  • Represented research institutions in qui tam suits alleging improper effort reporting, indirect cost recovery and post-retirement benefit accounting.*
  • Successfully defended a Fortune 500 company in bid protests at GAO and the U.S. Court of Federal Claims involving a $1.5 billion Operations and Maintenance (O&M) contract.*
  • Guided small business clients through SBA’s size and affiliation regulations and size protests at the SBA OHA.*
