Mitch advises owners, sponsors, investors, developers, contractors and lenders on complex infrastructure transactions across the United States. He counsels clients on project development through revenue-risk concessions, availability payment structures, design-build agreements and other alternative delivery methods, as well as on equity investments, mergers & acquisitions, and financings of infrastructure projects and companies. Mitch's practice focuses on transportation and social infrastructure assets, digital infrastructure & data centers, and their associated energy facilities.

Mitch has served as counsel on many of the market's most innovative infrastructure transactions, including the first long-term lease of a major U.S. commercial airport, the first revenue-risk highway concession to offer a net concession payment to a government owner and the first public university student housing availability payment transaction. He regularly advises on projects incorporating emerging technologies, including data centers and digital assets, connected and autonomous vehicle lanes, automated transit networks, vertiports and other new mobility platforms. Across the investment life cycle, Mitch represents sellers and bidders in competitive M&A processes and counsels investors on venture capital, upstream and other equity transactions involving infrastructure companies and concessions.

Mitch also advises sophisticated governmental clients—including public pension systems, financing authorities and development agencies—on their governance and complex transactional matters, and counsels major gaming companies and suppliers on licensure and other regulatory issues. He rounds out his practice with government and political law work spanning ethics, lobbyist registration, public records laws, and election and campaign finance matters, and has represented plaintiffs—including members of Congress and government reform advocates—in voting rights litigation, redistricting matters and constitutional ballot initiatives.

A leader in Chicago’s civic and legal communities, Mitch serves as primary outside legal counsel to the Illinois Economic Development Corporation, has acted as transition counsel to the last three Chicago mayors and sits on the Board of Directors of the Civic Federation of Chicago.
