- Counsels clients navigating U.S. Customs and Border Protection (CBP) investigations, audits, prior disclosures and other enforcement actions.
- Advises clients on customs compliance, import restrictions, tariff classification, country of origin, valuation, seizures and forfeitures and civil penalty exposure.
- Represents clients in CBP enforcement matters involving trade fraud penalties, import compliance, forced labor restrictions, antidumping and countervailing duty proceedings and litigation before the Court of International Trade (CIT) and federal district courts.
Raymond is counsel in the firm’s Washington, D.C. office and brings significant government experience to Akin’s international trade team. He helps clients navigate complex customs and international trade matters by drawing on firsthand experience with how enforcement agencies conduct investigations, develop policy and make regulatory decisions. Raymond advises clients on a wide range of commercial and customs compliance and enforcement matters, including:
- Entry process and requirements
- Tariff classification
- Valuation
- Country of origin and admissibility
- Antidumping (AD) and countervailing (CVD) duty orders, including Enforce and Protect Act (EAPA) investigations
- Special customs duties (e.g., Section 201, 232, and 301)
- Trade fraud penalty settlements
- Searches, seizures and forfeitures and other enforcement actions
- Civil and criminal penalties
- Privacy and disclosures
- Forced labor and import restrictions and prohibitions
- Audits and investigations
- Intellectual property rights enforcement
- Antiterrorism and border protection initiatives
Before joining Akin, Raymond served as an attorney in CBP’s Office of the Chief Counsel (OCC), both in Washington, D.C. and Los Angeles, California. At headquarters, he represented the agency before the CIT and advised agency leadership on enforcement and regulatory matters involving antidumping and countervailing duties, trade fraud penalties and forced labor compliance. Earlier, in Los Angeles, he advised CBP personnel on operational and litigation matters arising from one of the nation’s busiest ports of entry, providing practical insight into how customs laws are implemented in the field and enforced at an operational level.
Prior to joining CBP, Raymond was an attorney advisor in the Office of Civil Rights at the U.S. Department of Energy and served as a contract attorney at the Office of the United States Trade Representative.
Raymond earned his J.D., with a certificate in international and comparative law, from The Catholic University of America, Columbus School of Law, where he served as an associate writer for the Journal of Law and Technology.
