Grants a permit to the City of Eagle Pass, Texas, to expand and operate a vehicular and pedestrian border crossing at the Camino Real International Bridge.

Within one year of permit issuance, U.S. Customs and Border Protection, the General Services Administration, and the Department of Transportation must coordinate with the City of Eagle Pass to refine infrastructure and inspection facility requirements outlined in the Donation Acceptance Proposal. 

Before design activities begin, the permittee must submit this proposal for agency approval. Prior to initiating construction, the permittee must obtain concurrence from the U.S. Section of the International Boundary and Water Commission and receive confirmation from the Department of State that diplomatic exchanges with Mexico are complete. The permit will expire five years from issuance if construction has not commenced.
