Grants a two-year exemption from compliance with the Environmental Protection Agency's (EPA) 2024 Primary Copper Smelting Rule for the Freeport-McMoRan Miami smelter in Arizona. Extends all Clean Air Act Section 112 compliance deadlines under the rule, allowing the facility to continue operating under prior emissions standards due to the unavailability of commercially viable control technology.
