The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 12 Apr 2024 (OFAC):
In coordination with the United Kingdom, OFAC issued two prohibitions related to aluminum, copper, and nickel of Russian Federation origin. First, OFAC issued a "determination" pursuant to Section 1(a)(i)(A) of E.O. 14068, as amended by E.O. 14114, prohibiting the importation and entry into the United States, including importation for admission into a foreign trade zone located in the United States, of aluminum, copper, and nickel of Russian Federation origin.
OFAC also issued a related "determination" pursuant to Section 1(a)(ii) of E.O. 14071 prohibiting the exportation, reexportation, sale, or supply, directly or indirectly, from the United States or by a United States person wherever located of any of the following categories of services: warranting services for aluminum, copper, or nickel of Russian Federation origin on a global metal exchange; and services to acquire aluminum, copper, or nickel of Russian Federation origin as part of physical settlement of a derivative contract (collectively, “Covered Metals Acquisition Services”).
Concurrent with these "determinations," OFAC issued five new FAQs, 1168-1172, and amended two existing FAQs, 1019 and 1128, clarifying the scope of the new prohibitions, including providing definitions of “aluminum,” “copper,” and “nickel.”
- 12 Apr 2024 (OFAC):
OFAC issued General License ("GL") 13I which extends the authorization of certain administrative transactions prohibited by Directive 4 under E.O. 14024, until 12:01 a.m. Eastern Daylight Time on July 11, 2024.
- 10 Apr 2024 (Japan):
Japan prohibits the export of an additional 164 goods to Russia and the import into Japan of non-industrial Russian-origin diamonds processed outside Russia.
