The Department of Health and Human Services has released a solicitation for proposals for states to operate qualified high risk pools under the Patient Protection and Affordable Care Act to provide affordable health insurance coverage to people who are uninsured because of pre-existing conditions.  The Act authorizes the Department to carry out the program directly or through contracts with States or private, nonprofit entities.  The Department has proposed to allocate a total of $5 billion in federal funding to states for the temporary high risk pool program.  The program will be available to states on July 1, 2010 and will end on January 1, 2014.
