The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 29 Jul 2025 (BIS):

    ​The U.S. Department of Justice ("DOJ") announced that Andrew Pogosyan, a Russian-born U.S. citizen, ​pleaded guilty to conspiracy to defraud the United States and smuggle goods from the United States in violation of U.S. export controls in connection with unlawful exports of certain scientific and diagnostic research equipment from the United States to Russia (via third-party countries) without the required authorization from the Bureau of Industry and Security ("BIS").

  • 18 Jul 2025 (EU):

    The Akin Summary document has now been posted for this action.

    The EU adopted its 18th package of sanctions against Russia. These latest measures are primarily designed to target Russia's energy, banking, and military sectors, as well as trade with the EU, whilst ensuring accountability for Russia's continued war of aggression against Ukraine. The package includes amendments to both asset freeze sanctions (Council Regulation (EU) No 269/2014) and trade sanctions (Council Regulation (EU) No 833/2014).

    Notably, the 18th package introduces new asset freeze designations, a prohibition on imports of refined oil products made from Russian crude, additional export controls, designations of vessels, an extension of existing energy restrictions to cover crude oil projects, and a ban on the temporary storage of Russian crude in the EU.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 30 Jul 2025 (OFAC):

    ​The United States is taking actions to disrupt the Iranian regime's ability to fund its destabilizing activities, including its nuclear program, support for terrorist groups, and oppression of its own people.

    In this action, OFAC sanctioned more than 50 individuals and entities (including in Hong Kong) and identified more than 50 vessels in the vast shipping empire and sanctions evasion network of regime insider Hossein Shamkhani, the son of the Supreme Leader's political advisor Ali Shamkhani, pursuant to EO 13902. This network transports oil and petroleum products from Iran and Russia, as well as other cargo, to buyers around the world, generating tens of billions of dollars in profit.

    Concurrently, the Department of State imposed sanctions on 20 entities based in the UAE, Iran, India, China, the Marshall Islands, Türkiye, and Indonesia, pursuant to EO 13846 and EO 13902, for their involvement in the trade of Iranian petroleum, petroleum products, or petrochemical products, and identified 10 vessels as blocked property.
