The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 20 Aug 2026 (OFAC):
The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") issued Russia-related General License ("GL") 131I, "Authorizing Certain Transactions for the Negotiation of and Entry Into Contingent Contracts for the Sale of Lukoil International GmbH and Related Maintenance Activities", and amended FAQs 1224 and 1225.
- 19 Aug 2026 (Switzerland):
The Swiss Federal Council amended the Swiss Ordinance on the measures relating to the situation in Ukraine ("Swiss Ordinance") to adopt further measures contained in the EU's 20th sanctions package against Russia. The new measures include (among others) additional items being subject to export restrictions, new prohibitions on providing services to certain liquefied natural gas ("LNG") tankers and LNG terminals, as well as transaction bans involving crypto-asset service providers and platforms established in Russia. The majority of these new measures entered into force on August 20, 2026.
