Under the Decree of the President of Ukraine "On Decision of the National Security and Defence Council of Ukraine of 29 November 2025 "On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)"" No. 870/2025, dated 29 November 2025, different types of sanctions were applied to 26 legal entities.

Under the Decree of the President of Ukraine "On Decision of the National Security and Defence Council of Ukraine of 29 November 2025 "On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)"" No. 871/2025, dated 29 November 2025, different types of sanctions were applied to 13 legal entities and 36 individuals.
- 28 Nov 2025 (UK):
The Office of Financial Sanctions Implementation ("OFSI") amended General Licence INT/2022/2349952 ("GL INT/2022/2349952" or "GL"), pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019 (the "Russia Regulations"). Subject to certain conditions, the GL permits transactions related to agricultural commodities, including the provision of insurance and other services. Capitalized terms not otherwise defined in this entry shall have the meanings given to such terms in the GL.
- 27 Nov 2025 (UK):
The Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2025/8031092 ("GL INT/2025/8031092" or the "GL"), pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019 (the "Russia Regulations"). Capitalized terms not otherwise defined in this entry shall have the meanings given to such terms in the GL. The GL allows Persons to continue business operations involving Lukoil International and Lukoil International Subsidiaries, which are subsidiaries of the UK designated person, PJSC Lukoil.

The Office of Financial Sanctions Implementation ("OFSI") added one FAQ (FAQ 174) to the UK's Financial Sanctions FAQs, which relates to the continuation of business operations with Lukoil International GmbH and its subsidiaries, pursuant to General Licence INT/2025/8031092 ("GL INT/2025/8031092" or the "GL").
