On October 31, 2023, BIS renewed the May 5, 2023 Temporary Denial Order (TDO) against Mahan Airways, Pejman Mahmood Kosarayanifard, Mahmoud Amini, Kerman Aviation, Sirjanco Trading LLC, Mahan Air General Trading LLC, Mehdi Bahrami, Al Naser Airlines, Ali Abdullah Alhay, Bahar Safwa General Trading, Sky Blue Bird Group, and Issam Shammout for a period of one year in relation to violations of the Export Administration Regulations. Specifically, the initial TDO was issued as a result of evidence that showed that the Respondents knowingly engaged in the reexport and attempt to reexport of 9A991.b six U.S.-origin aircraft, specifically Boeing 747s, to Iran without the required licenses. Since that time BIS regularly demonstrates that the denied persons have acted in violation of the Regulations and the TDO; that such violations have been significant, deliberate and covert; and that given the foregoing and the nature of the matters under investigation, there is a likelihood of imminent violations. Therefore, renewal of the TDO has been necessary in the public interest to prevent imminent violation of the Regulations.

The U.S. Department of Justice (DOJ) charged Nikolay Goltsev, Salimdzhon Nasriddinov, and Kristina Puzyreva, all Russian nationals, with conspiracy and other charges related to a scheme to evade U.S. sanctions and export controls by shipping millions of dollars in U.S. technology to Russian entities, including companies affiliated with the Russian military.
