The OverRuled: BIS Export Controls Module has been updated with the following actions:

  • 28 Sep 2023 - Leonel Molina, Jr. - Denial Order; No monetary penalty

    On September 28, 2023, BIS issued a Denial Order against Leonel Molina, Jr. ("Respondent") for a period of 10 years in relation to violations of 18 U.S.C. § 554(a). The order went into effect on the Respondent's date of conviction on March 2, 2023. Specifically, the Respondent was convicted of smuggling from the United States to Mexico Wolf 7.62x39mm caliber ammunition, without a license or written approval from the United States Department of Commerce. The Respondent was sentenced to 46 months of imprisonment, three years of supervised release, and a $100 assessment. BIS did not impose any further monetary penalty on Respondent beyond the Court-imposed penalty.

The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 29 Sep 2023 (UK):

    The United Kingdom designated ten individuals and one entity pursuant to The Russia (Sanctions) (EU Exit) Regulations 2019. The sanctions measures target Russian officials involved in recent sham elections within the Ukrainian oblasts of Kherson, Zaprorizhzhia, Donetsk, Luhansk and Crimea, all of which sought to legitimize the attempted annexation of Ukrainian territory.

  • 29 Sep 2023 (Russia - Countermeasures):

    ​The restrictions previously established by the Russian Central Bank on non-Rouble transfers by Russian individual residents will continue to apply until March 30, 2024.

  • 29 Sep 2023 (Russia - Countermeasures):

    ​The Russian Government approved the procedure for the sale of ExxonMobil's interest in the operator of Project Sakhalin-1.

  • 29 Sep 2023 (UK):

    The ​Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2023/3566356 ("GL") in respect of Correspondent Banking Payments pursuant to Regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019 ("Russia Regulations") and Regulation 32 of the Republic of Belarus (Sanctions) (EU Exit) Regulations 2019 ("Belarus Regulations").

  • 28 Sep 2023 (BIS):

    ​BIS issued “best practice guidance” regarding signed export control compliance certification statements to help prevent “high-priority items" from being diverted to Russia.
