  • 03 Sep 2025 - Fracht FWO Inc. - USD $1,610,775

    In 2022, Fracht FWO Inc., an international freight forwarder with its principal place of business in Houston, Texas, contracted with a blocked Government of Venezuela airline to transport goods to Argentina from Mexico on behalf of its customer. The blocked Venezuelan airline used an aircraft blocked by OFAC for being operated by Iran's Mahan Air, which is sanctioned under U.S. terrorism and proliferation authorities.

  • 26 Aug 2025 - Damian Alejandro Vidal - Denial Order; No monetary penalty

    BIS issued against Damian Alejandro Vidal (“Respondent”) a Denial Order denying export privileges for a period of eight years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted of smuggling one Sig Sauer model 1911 .45 caliber handgun and one Glock model 19 9mm handgun from the United States to Mexico without having first obtained the required licenses. The Order went into effect on Respondent’s date of conviction on May 16, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Francisco Dario Mora - Denial Order; No monetary penalty

    BIS issued against Francisco Dario Mora ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 371 (conspiracy) and 18 U.S.C. § 554(a) (smuggling goods from the United States). Specifically, Respondent was convicted of conspiring to smuggle firearms, ammunition and magazines from the United States to Mexico. The Order went into effect on Respondent’s conviction on May 10, 2021. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Gabriel Daniel Pinnace - Denial Order; No monetary penalty

    BIS issued against Gabriel Daniel Pinnace ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was of smuggling firearms from the United States to Venezuela. The Order went into effect on Respondent’s date of conviction on May 1, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Guadalupe Gil - Denial Order; No monetary penalty

    BIS issued against Guadalupe Gil (“Respondent”) a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted of smuggling one thousand (1,000) rounds of .45 caliber ammunition and two thousand (2,000) rounds of 9mm ammunition from the United States to Mexico. The Order went into effect on Respondent’s date of conviction on November 30, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Martina Juanita Gil - Denial Order; No monetary penalty

    BIS issued against Martina Juanita Gil ("Respondent") a Denial Order denying export privileges for a period of five years in relation to her conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted of smuggling one thousand (1,000) rounds of .45 caliber ammunition and two thousand (2,000) rounds of 9mm ammunition from the United States to Mexico. The Order went into effect on Respondent’s date of conviction on October 10, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Jessica Alvarado - Denial Order; No monetary penalty

    BIS issued against Jessica Alvarado ("Respondent") a Denial Order denying export privileges for a period of ten years in relation her conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted of smuggling thirty-three 7.62x39 caliber rifles, three 5.56 caliber rifles, one Ruger .22 caliber carbine rifle, two .45 caliber pistols, and thirty-nine ammunition magazines from the United States to Mexico, without a license or written approval from the U.S. Department of Commerce. The Order went into effect on Respondent’s date of conviction on April 18, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Jose Guadalupe Mejia - Denial Order; No monetary penalty

    BIS issued against Jose Guadalupe Mejia ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted for attempting to export 701 rounds of assorted ammunition from the United States to Mexico, without the required authorization from the U.S. Department of Commerce. The Order went into effect on Respondent's date of conviction on June 11, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Fares Abdo Al Eyani - Denial Order; No monetary penalty

    BIS issued against Fares Abdo Al Eyani (“Respondent”) a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 371 and Section 38 of the Arms Export Control Act (“AECA”). Specifically, Respondent was convicted of conspiring and attempting to illegally export defense articles to the Sultanate of Oman without an export license, in knowing and willful violation of the AECA and the International Traffic in Arms Regulations. The Order went into effect on Respondent’s date of conviction on March 29, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Cesar David Piz Corona - Denial Order; No monetary penalty

    BIS issued against Cesar David Piz Corona (“Respondent”) a Denial Order denying export privileges for a period of five years for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted of smuggling a Springfield Armory XDm 9mm handgun and a Beretta M9 from the United States to Mexico. The Order went into effect on Respondent’s date of conviction on November 17, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Juan Manuel Cervantes-Aceves - Denial Order; No monetary penalty

    BIS issued against Juan Manuel Cervantes-Aceves (“Respondent”) a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted for smuggling firearms and magazines from the United States to Mexico. The Order went into effect on Respondent’s date of conviction on November 30, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Kamir Armando Brown Blanchard - Denial Order; No monetary penalty

    BIS issued against Kamir Armando Brown Blanchard (“Respondent”) a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554. Specifically, Respondent was convicted of unlawfully exporting firearms from the United States to Panama. The Order went into effect on Respondent’s date of conviction on July 12, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Imelda Jimenez - Denial Order; No monetary penalty

    BIS issued against Imelda Jimenez ("Respondent") a Denial Order denying export privileges for a period of seven years in relation to her conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted on June 8, 2023, in the U.S. District Court for the Southern District of Texas of smuggling firearms from the United States to Mexico. The Order went into effect on Respondent’s date of conviction on June 8, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Maxim Marchenko - Denial Order; No monetary penalty

    BIS issued against Maxim Marchenko ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554. Specifically, Respondent was convicted of unlawfully causing companies in the United States to export OLED micro-displays from the United States to Russia. Marchenko was also convicted of conspiracy to commit money laundering. The Order went into effect on Respondent’s date of conviction on July 17, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Miguel Barrera - Denial Order; No monetary penalty

    BIS issued against Miguel Barrera ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554 and 18 U.S.C. § 1956(a)(2). Specifically, Respondent was convicted for concealing and exporting firearms and firearms components from the United States, knowing that such export was contrary to law. The Order went into effect on Respondent’s date of conviction on August 6, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Prince Bediako - Denial Order; No monetary penalty

    BIS issued against Prince Bediako ("Respondent") a Denial Order denying export privileges for a period of seven years in relation to his conviction for violating 18 U.S.C. § 554. Specifically, Respondent was convicted for smuggling fraudulently obtained vehicles from the United States to Ghana. The Order went into effect on Respondent’s date of conviction on December 5, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Vladimir Kuznetsov - Denial Order; No monetary penalty

    BIS issued against Vladimir Kuznetsov ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating Section 38 of the Arms Export Control Act (22 U.S.C § 2778). Specifically, Respondent was convicted for knowingly and willfully exporting and attempting to export from the United States to Russia without obtaining required U.S. government authorization rifle parts and accessories designated as defense articles on the United States Munitions List. The Order went into effect on Respondent’s date of conviction on April 30, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Pedro Crus Almeida, Jr. - Denial Order; No monetary penalty

    BIS issued against Pedro Cruz Almeida, Jr. ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was convicted for smuggling nine hundred (900) rounds of Lake City .50 caliber tracer-equipped linked ammunition from the United States to Mexico without the required authorization from the U.S. Department of Commerce. The Order went into effect on Respondent’s date of conviction on August 31, 2023. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Chrissie Fier Williams - Denial Order; No monetary penalty

    BIS issued against Chrissie Fier Williams ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554. Specifically, Respondent was convicted for attempting to export or send firearms, firearms parts and components, and ammunition from the United States to Trinidad & Tobago without required authorization. The Order went into effect on Respondent’s date of conviction on June 21, 2024. BIS did not impose any monetary penalty.

  • 26 Aug 2025 - Jasmine Desire Gallegos - Denial Order; No monetary penalty

    BIS issued against Jasmine Desire Gallegos ("Respondent") a Denial Order denying export privileges for a period of ten years in relation to his conviction for violating 18 U.S.C. § 554(a). Specifically, Respondent was for smuggling firearms from the United States to Mexico. The Order went into effect on Respondent's date of conviction on February 14, 2024. BIS did not impose any monetary penalty.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 29 Aug 2025 (BIS):

    ​BIS will remove Intel Semiconductor (Dalian) Ltd; Samsung China Semiconductor Co. Ltd; and SK hynix Semiconductor (China) Ltd. from the Validated End-User ("VEU") Authorizations list for China, effective December 31, 2025.
