The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 02 Apr 2024 (BIS):

    ​BIS renewed its Temporary Denial Order (TDO) on Russian airline Aviastar-TU ("Aviastar") for a period of one year.

  • 28 Mar 2024 (UK):

    The Akin Summary document has now been posted for this action.

    ​The UK’s Office of Financial Sanctions Implementation issued a new General Licence INT/2024/4576632 to permit certain engagements with Active Denizcilik ve Gemi Isletmeciligi Anonim Sirketi and Beks Gemi Isletmeciligi Ve Ticaret Anonim Sirketi, both UK designated persons.

  • 25 Mar 2024 (OFAC):

    The Akin Summary document has now been posted for this action.

    ​OFAC designated eighteen entities and two individuals, under E.O. 14024, for operating in the Russian financial services and technology sectors. Five of these entities were designated for being owned or controlled by OFAC-designated persons. According to OFAC, these entities and individuals facilitated transactions or offered other services that helped OFAC-designated entities evade sanctions, including by helping build or operate blockchain-based services for, or enabling virtual currency payments in, the Russian financial sector.

    ​​​​​​The European Commission updated its Russia FAQs in respect of State-Owned Enterprises and complying with Article 5aa of Council Regulation (EU) No. 833/2014.​

  • 21 Mar 2024 (BIS):

    The Akin Summary document has now been posted for this action.

    ​The Bureau of Industry and Security ("BIS") issued a final rule amending the end-user controls in Part 744 of the Export Administration Regulations ("EAR") to add controls, and in certain cases expand existing end-user controls, on certain persons identified on the List of Specially Designated Nationals and Blocked Persons ("SDN List") maintained by the Department of the Treasury's Office of Foreign Assets Control ("OFAC"). The final rule also consolidates restrictions on items that are destined for certain persons designated on the SDN List.

  • 20 Mar 2024 (OFAC):

    The Akin Summary document has now been posted for this action.

    ​OFAC designated two individuals and two entities based in Russia under E.O. 14024. The designations target actors involved in a persistent foreign malign influence campaign undertaken at the direction of the Government of the Russian Federation. According to OFAC, these actors have developed over 60 websites that impersonated legitimate news organizations, and have used fake social media accounts to amplify their content.

  • 14 Mar 2024 (BIS):

    The Akin Summary document has now been posted for this action.

    ​The U.S. Department of Commerce's Bureau of Industry and Security ("BIS") imposed a denial order suspending the export privileges of Igor Panchernikov for a period of 10 years. On June 26, 2023, Panchernikov was convicted of conspiring to knowingly and willfully export defense articles controlled under the International Traffic in Arms Regulations ("ITAR") to Russia without authorization.
