- 03 Dec 2025 - Siberian Airlines - Denial Order; No monetary penalty
BIS renewed against Siberian Airlines (“Respondent”) a Temporary Denial Order (“TDO”) originally issued on December 6, 2024, for a period of one year in relation to violations of the Export Administration Regulations (“EAR”). Specifically, Respondent was involved in operating multiple ECCN 9A991.b aircraft on flights into and out of Russia after March 2, 2022, from destinations including Kazakhstan, Kyrgyzstan, and Uzbekistan without the required BIS authorization. Further evidence indicated that Respondent continued to operate ECCN 9A991.b aircraft in violation of the December 6, 2024 TDO, both on flights into and within Russia, from/to Turkey, United Arab Emirates, and Uzbekistan. The continued operation of these aircraft by Respondent, even on domestic routes within Russia, presents a high likelihood of imminent violations warranting renewal of the TDO.

BIS renewed against Nordwind Airlines (“Respondent”) a Temporary Denial Order (“TDO”) originally issued on December 6, 2024, for a period of one year in relation to violations of the Export Administration Regulations (“EAR”). Specifically, Respondent was involved in operating multiple ECCN 9A991.b aircraft on flights into and out of Russia after March 2, 2022, from/to destinations including Turkey, Egypt, Tajikistan, Iran and Kyrgyzstan without the required BIS authorization. Further evidence indicated that Respondent continued to operate ECCN 9A991.b aircraft on flights into and out of Russia from/to Tajikistan and Kyrgyzstan in violation of the December 6, 2024 TDO. The continued operation of these aircraft by Respondent, even on domestic routes within Russia, presents a high likelihood of imminent violations warranting renewal of the TDO.

The Bureau of Industry and Security (“BIS”) renewed its Temporary Denial Order (“TDO”) on Russian airline Siberian Airlines d/b/a S7 Airlines (“Siberian”) for a fifth time. This renewal is an extended renewal for a period of one year.
