- 13 Apr 2026 - Coastal PVA Technology, Inc. - No Denial Order; USD $1,700,000
BIS issued an Order approving a settlement between BIS and Coastal PVA Technology, Inc. (the “Respondent”) in connection with 18 violations of 15 C.F.R. § 764.2(a). Specifically, between on or about May 15, 2021 and May 19, 2024, Respondent sold and exported items to Semiconductor Manufacturing International (Beijing) Corporation and Semiconductor Manufacturing North China (Beijing) Corporation – both parties on the Entity List – without the required license or authorization from BIS. The items were polyvinyl alcohol brushes and related products, classified as EAR99 and valued at $400,088. As part of the settlement and Order, Respondent was assessed a civil penalty of $1,700,000.

The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") issued Russia-related General License ("GL") 128C, "Authorizing Certain Transactions Involving Lukoil Retail Service Stations Located Outside of Russia", GL 130A, "Authorizing Transactions Involving Certain Lukoil Entities in Bulgaria", and amended FAQ 1225.
