The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 18 Jan 2024 (OFAC):
OFAC designated a UAE-based shipping company, Hennesea Holdings Limited ("Hennesea"), under E.O. 14024 for operating or having operated in the marine sector of the Russian Federation economy, and identified seventeen vessels as property in which Hennesea has an interest (the "Blocked Vessels"). OFAC also re-identified a previously blocked vessel as property in which Hennesea has an interest.
Concurrent with this action, OFAC issued General License ("GL") 86, which authorizes the docking and anchoring of the Blocked Vessels, the preservation of the health of the Blocked Vessels' crew, emergency repairs of the Blocked Vessels, and environmental mitigation and protection activities relating to any of the Blocked Vessels until 12:01 a.m. Eastern Daylight Time on April 17, 2024, subject to certain conditions.
- 18 Jan 2024 (OFAC):
OFAC issued General License ("GL") 13H, which extends the authorization of certain administrative transactions prohibited by Directive 4 under E.O. 14024, until 12:01 a.m. Eastern Daylight Time on April 17, 2024.
- 18 Jan 2024 (OFAC):
OFAC amended FAQ 1157, which provides guidance regarding the terms "salmon," "cod," "pollock," and "crab" for the purposes of the determination of December 22, 2023 pursuant to E.O. 14068, as amended by E.O. 14114 of December 22, 2023 (the "Seafood Determination"), to expand the Harmonized Tariff Schedule of the United States ("HTSUS") subheadings for "pollock" and products of salmon, cod, pollack, and crab.
