The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

Switzerland implemented the remaining parts of the EU's 16th package of sanctions targeting Russia.
- 14 May 2025 (Switzerland):
Switzerland expanded sanctions against Belarus, in line with the respective EU restrictions of February 24, 2025.
The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 13 May 2025 (BIS):
BIS announced its intent to rescind the Biden Administration's AI Diffusion Rule (see OverRuled's January 13, 2025 entry), ahead of the rule's compliance date of May 15, 2025.
BIS plans to publish a Federal Register notice formalizing the rescission and will issue a replacement rule in the future. In the meantime, while the AI Diffusion Rule remains in effect, BIS will not enforce it.
BIS also strengthened export controls for overseas AI chips by issuing three separate guidance documents:
- Alerting industry to the risks of using PRC advanced computing ICs, including specific Huawei Ascend chips.
- Warning the public about the potential consequences of allowing U.S. AI chips to be used for training and inference of Chinese AI models.
- Educating companies on how to protect supply chains against diversion tactics.
