The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 21 Mar 2024 (BIS):
The Bureau of Industry and Security (“BIS”) issued a final rule amending the end-user controls in Part 744 of the Export Administration Regulations (“EAR”) to add controls, and in certain cases expand existing end-user controls, on certain persons identified on the List of Specially Designated Nationals and Blocked Persons (“SDN List”) maintained by the Department of the Treasury’s Office of Foreign Assets Control (“OFAC”). The final rule also consolidates restrictions on items that are destined for certain persons designated on the SDN List.
- 20 Mar 2024 (OFAC):
OFAC designated two individuals and two entities based in Russia under E.O. 14024. The designations target actors involved in a persistent foreign malign influence campaign undertaken at the direction of the Government of the Russian Federation. According to OFAC, these actors have developed over 60 websites that impersonated legitimate news organizations, and have used fake social media accounts to amplify their content.
