- 17 Dec 2025 (EU):
The European Commission (the "Commission") issued new Russia sanctions FAQs in respect of the "movements of Russian diplomats". The new FAQs seek to provide guidance on the "Notification" and "Authorisation" schemes, pursuant to Articles 5v and 5w of Council Regulation (EU) 833/2014 ("Regulation 833").
- 17 Dec 2025 (UK):
The Office of Financial Sanctions Implementation ("OFSI") amended General Licence INT/2025/5635700 ("GL INT/2025/5635700" or "GL"), pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019 (the "Russia Regulations"), to include the Zohr project to the list of "Exempt Projects". Subject to the conditions of the GL, the GL also authorizes a Person to continue business operations and exercise shareholder rights in relation to an Exempt Project where the share registrar for that project is a "Designated Person". Capitalized terms not otherwise defined in this entry shall have the meanings given to such terms in the GL.
