The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 17 May 2024 (Russia - Countermeasures):

    ​The Russian Government suspended the temporary ban on gasoline exports.

  • 17 May 2024 (Russia - Countermeasures):

    ​The Russian Government established a temporary ban on exports of waste and scrap from precious metals.

  • 17 May 2024 (Russia - Countermeasures):

    ​Russian residents acquired the right to sell real estate to foreign entities from "unfriendly" states or foreign entities controlled by individuals from "unfriendly" states.​

  • 15 May 2024 (Russia - Countermeasures):

    ​The Arbitrazh Court of the Moscow Region created a precedent, stating that transactions that breach Russian countermeasures are void.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 21 May 2024 (China - Countermeasures):

    ​The Ministry of Foreign Affairs announced sanctions against former U.S. congressman, Mike Gallagher, for his frequent words and actions over the past years that have interfered in China's internal affairs, undermined China's sovereignty and territorial integrity, and infringed on China's interests, pursuant to the Anti-Foreign Sanctions Law.

  • 20 May 2024 (China - Countermeasures):

    ​The Ministry of Commerce ("MOFCOM") added General Atomics Aeronautical Systems, General Dynamics Land Systems, and Boeing Defense, Space & Security to the Unreliable Entity List, in relation to their Taiwan arms sales.

    Separately, MOFCOM announced the first enforcement action under the Unreliable Entity List rules. Specifically, MOFCOM announced that a company called Caplugs violated the relevant transaction prohibitions by transferring items purchased from China to companies designated on the Unreliable Entity List. MOFCOM requires Caplugs to take measures to ensure that the relevant goods, technology, and services purchased from China are not transferred to designated entities and submit relevant proof to the Office of the Unreliable Entity List Working Mechanism.
