- 24 Aug 2023 (OFAC):
On August 24, 2023, Ukrainian Independence Day, the U.S. Department of State imposed blocking sanctions on 11 individuals and two entities pursuant to E.O. 14024. These sanctions target individuals affiliated with or appointed by the Government of the Russian Federation and entities involved in the forcible deportation of Ukrainian children from Russia-occupied areas of Ukraine to Russia, the transfer of Ukrainian children within Russia-occupied areas of Ukraine, and other human rights abuses relating to Ukrainian children. The Department of State also issued visa restrictions under the Immigration and Nationality Act 212(a)(3)(c) on three Russia-installed purported officials for their involvement in human rights abuses of Ukrainian civilian minors.

On August 23, 2023, the Office of Financial Sanctions Implementation ("OFSI") amended Annex 1 to General Licence INT/2023/326355, which clarifies that STLC Europe Nine Leasing Limited is covered by the General Licence due to being a subsidiary of GTLK Europe Designated Activity Company.

On August 23, 2023, the Office of Financial Sanctions Implementation ("OFSI") amended General Licence INT/2022/1875276, which confirms that PJSC Megafon is a designated person operating in the civilian telecommunications and news media service industry.
