The European Union ("EU") published its 20th sanctions package against Russia. The new measures target Russia's energy revenues, military-industrial complex, trade and financial services. The EU sanctions package includes amendments to both the asset freeze restrictions, pursuant to Council Regulation (EU) No. 269/2014 ("Regulation 269"), as well as to the EU's trade sanctions, pursuant to Council Regulation (EU) No. 833/2014 ("Regulation 833").
The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 24 Apr 2026 (OFAC):
OFAC imposed sanctions on a China-based "teapot" oil refinery, along with nearly 40 vessels and their respective owners or managers located in Hong Kong, the Marshall Islands, Vietnam, the British Virgin Islands, the PRC, Panama, the Cayman Islands, the United Arab Emirates, and Liberia, pursuant to EO 13902, for serving as critical lifelines for Iran's oil exports.
This action is in furtherance of President Trump's National Security Presidential Memorandum-2, which undergirds Treasury's continued campaign of maximum economic pressure against Iran's shadow banking, money laundering, and sanctions evasion networks.
