- 27 Feb 2024 (OFAC):
OFAC designated the owner and operator of a vessel used to ship Iranian commodities that were sold to support both the Houthis and Iran's Islamic Revolutionary Guard Corps-Qods Force, pursuant to EO 13224. The revenue generated through these illicit networks enables the Houthis' militant efforts, including numerous terrorist attacks in the region using advanced unmanned aerial vehicles and missiles.
The listed Hong Kong-based entity is Cap Tees Shipping Co., Limited. The vessel ARTURA (IMO: 9150365) is identified as property in which Cap Tees Shipping Co., Limited has an interest.
- 27 Feb 2024 (OFAC):
Pursuant to EO 13224, OFAC designated two companies registered in Hong Kong and the Marshall Islands that own and operate a vessel responsible for shipping over $100 million in Iranian commodities to businesses in the PRC, on behalf of Iran's Ministry of Defense and Armed Forces Logistics ("MODAFL"). MODAFL continues to facilitate the delivery of Iranian weapons, most notably unmanned aerial vehicles, to Russia in support of its war of aggression in Ukraine and to Iranian-aligned militia groups in the Middle East.
The listed Hong Kong-registered entity is Kohana Company Limited. The vessel KOHANA (IMO: 9254082) is identified as property in which Kohana Company Limited has an interest.
- 26 Feb 2024 (BIS):
BIS added two entities under seven entries, including one under the destination of the PRC, to the Entity List. The PRC entity was designated for acquiring and attempting to acquire U.S.-origin items on behalf of the University of Electronic Science and Technology, an entity on the BIS Entity List.
BIS also revised the existing Entity List entries for Beijing China Aviation Technology Co., Ltd., by adding an additional alias, and Rayscience Optoelectronics Innovation Co., Ltd., by adding an alias and an additional address.
- 23 Feb 2024 (BIS):
BIS added 93 entities under 95 entries to the Entity List, including eight under the destination of the PRC. The PRC entities were designated for the following reasons:
- Facilitating the diversion of controlled microelectronics to Russia's military and intelligence authorities in support of Russia's war in Ukraine;
- Procuring U.S.-origin machine tools, electronics test equipment, and machine tool spare parts for Russian end-users without required BIS licenses; and
- Engaging in conduct contrary to U.S. foreign policy interests, including by supplying Russia with U.S.-origin items of potential importance to Russia's war effort.
