The OverRuled: BIS Export Controls Module has been updated with the following actions:
- 29 Jul 2025 - Andritz Inc. - No Denial Order; USD $1,577,397
BIS issued an Order approving a Settlement Agreement between BIS and Andritz Inc. (the “Respondent”) in connection with violations of 15 C.F.R. § 764.2(a). Specifically, on 36 occasions between on or about May 25, 2023, through on or about February 12, 2024, Respondent exported refiner plates, valued at $3,154,794.36, to Andritz Fiedler. Andritz Fiedler then reexported the refiner plates to Russia. The reexported items were classified EAR99, but because the items were classified by an Harmonized Tariff Schedule code listed in Supplement No. 4 to Part 746 at the time of export, they required a license for export to Russia. The sales to Russia were conducted without the requisite license or other authorization from BIS. As part of the settlement and Order, Respondent was assessed a civil penalty of $1,577,397.18.

Under the Decree of the President of Ukraine "On Decision of the National Security and Defence Council of Ukraine of 27 July 2025 "On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)"" No. 555/2025, dated 27 July 2025, different types of sanctions were applied to 45 individuals and 50 legal entities.
