The Council of the European Union ("Council") announced a new sanctions framework for imposing restrictive measures against those responsible for serious human rights violations, including the repression of civil society and democratic opposition, and undermining democracy and the rule of law in Russia.
- 27 May 2024 (EU):
The Council of the European Union ("Council") designated two individuals and one entity under its Russia sanctions regime (Council Regulation (EU) 269/2014), such that they are subject to asset freeze measures.

Under the Decree of the President of Ukraine "On the Decision of the National Security and Defence Council of Ukraine "On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)"" No. 340/2024, dated May 22, 2024, different sanctions were applied to two individuals and 69 enterprises related to Russia's invasion of Ukraine (mainly related to different information channels, such as TV channels, radio channels, Internet channels etc.).
The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 28 May 2024 (OFAC):
OFAC designated three Chinese individuals and affiliated entities based in Thailand for their activities related to a cybercrime network associated with the malicious botnet known as 911 S5, pursuant to EO 13694.
The 911 S5 botnet compromised approximately 19 million IP addresses and facilitated the submission of tens of thousands of fraudulent applications related to the Coronavirus Aid, Relief, and Economic Security Act programs by its users, resulting in the U.S. government losing billions of dollars. The IP addresses compromised by the 911 S5 service were also linked to a series of bomb threats made throughout the United States in July 2022.
The sanctioned Chinese individuals are Yunhe Wang, Jingping Liu, and Yanni Zheng.
