Addressing Addiction through the Great American Recovery Initiative (Trump EO Tracker)

This establishes the White House Great American Recovery Initiative (“Initiative”) co-chaired by the Secretary of Health and Human Services and the Senior Advisor for Addiction Recovery. The Initiative will have an Executive Director who will administer and execute the day-to-day operations of the Initiative. The Co-Chairs and the Executive Director, along with the other members of the Initiative, shall: recommend all necessary steps to coordinate the Federal Government’s response to the addiction crisis; increase awareness of the disease of addiction; advise agency heads on how to implement programs that address addiction efforts; advise agency heads on directing grants to support addiction recovery; and consult with States, tribal nations, local jurisdictions, and other organizations on strategies to address treatment and recovery.

Declares a national emergency in response to the Cuban government's action, including supporting Russia, China, Iran, Hamas, and Hezbollah. Adds an ad valorem tariff that can be imposed on goods imported from any country that provides oil to Cuba, directly or indirectly. Authorizes the Secretary of State and the Secretary of Commerce to determine such countries and take all necessary guidance to implement such tariffs.

Directs the Federal Emergency Management Agency (FEMA) and the Small Business Administration to override state and local permitting processes that delay Los Angeles wildfire disaster rebuilding and replace them with a federal self-certification system for compliance with health and safety standards. Orders federal agencies to accelerate environmental reviews, streamline regulatory approvals, and strengthen oversight of disaster funds to ensure faster reconstruction of homes and businesses in wildfire-affected areas of Los Angeles.

Extends the Federal Emergency Management Agency (FEMA) Review Council through March 25, 2026, and continues the interagency body established to assess FEMA's structure, performance and disaster response capabilities. Assigns the Secretary of Homeland Security responsibility for administering the Council under the Federal Advisory Committee Act (P.L. 92-463) while preserving existing agency authorities, budgetary controls and legal limitations.
