Designates illicit fentanyl and its core precursor chemicals as Weapons of Mass Destruction (WMD) and directs the use of national security, criminal, sanctions, intelligence, and military-support authorities to combat fentanyl trafficking. Expands enforcement tools against cartels and foreign terrorist organizations involved in fentanyl production and distributions.

Designates certain chapters of the Muslim Brotherhood, specifically those in Lebanon, Jordan, and Egypt, as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs). Requires the State Department and Treasury Department to assess these chapters and take designation and sanction actions to cut off their resources and counter threats to U.S. nationals and interests.

Establishes the "Gold Card" visa program, allowing foreign nationals or corporations to secure expedited immigrant visas by making a substantial financial gift to the Department of Commerce.

Restricts entry of new H-1B specialty-occupation workers unless employers pay $100,000 fee or receive a national-interest exemption, and directs Homeland Security and the Department of State to enforce the restriction. Instructs the Departments of Labor and Homeland Security to launch rulemakings to raise prevailing wage levels and prioritize higher-skilled, higher-paid foreign workers.

Directs federal agencies to prioritize the prosecution of individuals who desecrate the American flag in ways that incite violence or violate existing laws and authorizes immigration consequences for foreign nationals involved in such acts.

Authorizes Cameron County, Texas to construct, maintain, and operate a new pedestrian border crossing at the Gateway International Bridge in Brownsville, subject to federal oversight, environmental compliance, and coordination with U.S. and Mexican authorities.

Orders the full suspension of entry for nationals of countries of identified concern.

Orders the Secretary of State and the Secretary of Homeland Security to create processes for illegal aliens to rapidly depart the United States, including through available technological resources, such as the “CBP Home” application.

Orders the Attorney General to publish a list of States and local jurisdictions that obstruct the enforcement of Federal immigration laws (sanctuary jurisdictions). Immediately following each publication, the Attorney General and the Secretary of Homeland Security shall notify each sanctuary jurisdiction regarding its defiance of Federal immigration law enforcement and any potential violations of Federal criminal law. They will then pursue all necessary legal remedies and enforcement measures to end these violations and bring such jurisdictions into compliance with the laws of the United States.
