Presidential Permit: Authorizing Cameron County, Texas, to Construct, Maintain, and Operate a Pedestrian Border Crossing at the Gateway International Bridge Land Port of Entry

Authorizes Cameron County, Texas to construct, maintain, and operate a new pedestrian border crossing at the Gateway International Bridge in Brownsville, subject to federal oversight, environmental compliance, and coordination with U.S. and Mexican authorities.

Aims to streamline commercial license and permit approvals for United States-based commercial space industry operators. Directs the U.S. Department of Transportation to use all available authorities to streamline or remove environmental and regulatory barriers to launch and reentry licenses. Directs the U.S. Department of Commerce to evaluate States’ compliance with the Coastal Zone Management Act and address state or local limits on spaceport development that may conflict with federal law.

The Executive Order aims to bolster the resilience of the United States’s pharmaceutical supply chain by stockpiling Active Pharmaceutical Ingredients (“APIs”) for critical medicines in the Strategic Active Pharmaceutical Ingredients Reserve (“SAPIR”) and encouraging the domestic production and procurement of such APIs.

Revokes Executive Order 14036 of July 9, 2021 (Promoting Competition in the American Economy) which was signed to enforce anti-trust laws and create the White House Competition Council.

Metropolitan Police Department of the District of Columbia will be deployed for Federal purposes as determined by the Attorney General under Section 740 of the District of Columbia Self-Government and Governmental Reorganization Act (Public Law 93-198) and Section 740c of the Home Rule Act.
 
The Attorney General shall regularly monitor for the President and consult with any senior official on the special conditions of an emergency nature that exist in the District of Columbia that require the use of the Metropolitan Police force for Federal purposes.

Directs the Secretary of Defense to mobilize the National Guard to address crimes in the District of Columbia and to coordinate with State Governors to authorize additional orders of the National Guard. 

This executive order directs the Department of Labor to reevaluate and clarify its guidance under ERISA regarding fiduciary duties related to including alternative assets in 401(k) retirement plans. It aims to expand access to higher-yield, diversified investment opportunities - such as private equity, real estate, digital assets, and infrastructure - for retirement savers, while reducing litigation risk and regulatory burdens that currently limit such access. The order also instructs the SEC to consider revising accredited investor rules to support this goal, and encourages coordination among federal regulators to ensure broader financial inclusion and retirement security.

Directs the Secretary of Education to overhaul and expand the Integrated Postsecondary Education Data System to ensure greater transparency in college admissions practices. Mandates technological upgrades, enhanced reporting requirements, and stricter data accuracy checks to expose and prevent unlawful race-based admissions policies.
