(Washington, D.C.) – Akin announced today that Dallas Woodrum has rejoined the firm as an international trade partner in Washington, D.C. His return reinforces Akin’s position as the go‑to firm for complex sanctions matters, with a deep bench of former senior U.S. Department of the Treasury, Office of Foreign Assets Control (OFAC) officials, including Jason Prince, former Chief Counsel; Michael Wain, former Deputy Assistant Director for Policy; and James Treanor, former Attorney‑Advisor.

With more than a decade of experience across the public and private sectors, Dallas brings end-to-end sanctions experience spanning regulatory development, policy, licensing and civil enforcement. At OFAC, he most recently served as Assistant Director for Regulatory Affairs, operating at the center of U.S. sanctions policy-making and implementation. In that role, he led the development of regulations, general licenses and other core implementation tools, and played a key role in shaping sanctions provisions under the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, one of the most consequential emerging frameworks for navigating digital assets and financial innovation. Previously, he served as a Section Chief in the Enforcement Division, helping to lead OFAC’s digital assets, crypto-currency and emerging technology enforcement efforts.

“We are seeing sustained growth in high-stakes sanctions and national security matters,” said Akin co-chair Abid Qureshi. “Dallas’s return reflects our strategic investment in leading that market and further positions our multijurisdictional sanctions team at the forefront of where regulation is headed.”

“With increasing regulatory complexity with new technologies and digital assets, Dallas augments our sanctions practice to help our clients manage these ever changing risks,” said Jonathan Poling, head of Akin’s international trade practice. “We’re thrilled Dallas has rejoined Akin. His experience gives our clients a clear competitive advantage as compliance expectations evolve in real time and he in every way sharpens how we advise at the frontier of sanctions risk.”

“Akin’s investment in building a fully integrated OFAC and multijurisdictional sanctions platform creates a true one-stop shop for clients navigating complex cross-border risk,” said Dallas. “I’m excited to return to Akin and join this elite team of former OFAC officials and other experienced sanctions specialists.”

Dallas first joined Akin in 2012 as a summer associate and departed in 2021 to take a position at OFAC.

Dallas’s addition further strengthens Akin’s internationally recognized sanctions practice, which includes international trade partners Wynn Segall, Nnedinma Ifudu Nweke and Andrew Schlossberg in Washington, D.C. and Jasper Helder and Chiara Klaui in London.
