Biography
  • International trade lawyer with 20 years’ experience advising clients on EU, UK and Swiss trade regulations.
  • Particular focus on sanctions, export controls (dual use and military), customs (classification and preferential/non-preferential origin), anti-bribery/corruption, anti-money laundering as well as national security-related investment reviews.
  • Represents clients across industries including but not limited to aerospace, defense, energy, pharma, semiconductor, shipping, technology, tobacco and travel.

Chiara is a seasoned international trade lawyer whose practice focuses on all aspects of EU, UK and Swiss trade regulations. She provides compliance advice and transactional assistance, conducts and manages internal investigations, drafts policies and procedures, provides training, and assists with disclosures and (settlement) negotiations with regulators.

Representative Work
  • Assisted a major Japanese shipping company with the delisting of three of its vessels subjected to services/berthing restrictions under the EU sanctions targeting Russia; the first ever such delisting by the EU.
  • Advising one of the largest technology companies in the world on the appropriate EU, UK and Swiss customs classification of their virtual reality headsets.
  • Represented a portfolio company of an investment fund in legislation against the re-assessment of allegedly underpaid customs, antidumping and countervailing duties in respect of EU imports of U.S. origin biodiesel subject to trade policy measures.
  • Assisted a global leader in technology and engineering on developing a global trade compliance program encompassing EU, UK and Swiss export controls restrictions, which involved the export classification of a broad range of complex products, from nuclear power plant components to manufacturing robotics.
  • Advising several of the largest energy companies in the world on their compliance with the ‘oil price cap’ requirements as well as on the broader EU and UK sanctions restrictions targeting Russian origin crude and refined products obtained therefrom.
  • Assisted a major electronic connector manufacturing company with an ECJU audit into alleged non-compliance with UK dual use and military export control restrictions, conducted a subsequent internal investigation including implementing corrective actions, and prepared a related disclosure for HMRC.
  • Assisted the largest travel reservation platform in the world in negotiations with the Dutch Public Prosecutor to obtain a very favorable settlement outcome for alleged breaches of the EU sanctions targeting Crimea.
  • Advised one of the largest defense companies in the world on the applicability of the UK military brokering controls to their (UK) employees’ participation in defense conferences and events globally.
  • Assisting a major tobacco manufacturing company on its ongoing compliance with EU, UK and Swiss sanctions restrictions whilst operating in some highly sanctioned jurisdictions (Iran, Russia, etc.).
  • Assisted the world’s largest integrated quantum company on its compliance with UK export controls restrictions in respect of dual use controlled software and technology.
