David Giordano is a trusted advisor on U.S. international trade policy, with deep experience at the intersection of trade, national security, and global supply chains. He brings nearly a decade of service on Capitol Hill, where he advised senior Members of Congress on complex trade and tariff matters and played a key role in shaping major bipartisan trade legislation.
Most recently, David served as International Trade Policy Advisor to Chairman Jason Smith (R-MO) on the House Committee on Ways and Means. In this role, he advised Committee Republicans on a broad range of international trade issues, including reciprocal tariff negotiations, trade enforcement, customs, and bilateral trade relationships with key U.S. trading partners. He advocated on behalf of Republican Members through extensive engagement with the private sector and trade associations, as well as frequent consultations with the executive branch, including the Office of the United States Trade Representative and the Departments of Treasury and Commerce.
David has particular expertise in advising on the nexus between trade, technology, and national security policy. As a committee staffer, he provided strategic guidance to Members and stakeholders on digital trade issues, including the U.S. response to digital sovereignty and competition regimes, digital services taxes, and restrictions on cross-border data flows.
During his time on the Hill, David was intimately involved in all trade-related House activity, including hearings, markups, and legislation. He contributed significantly to the House passage of the United States-Mexico-Canada Agreement implementing bill, as well as Ways and Means Committee passage of the African Growth and Opportunity Act (AGOA), and the Haiti Economic Lift Program (HELP) extension acts. He maintains a strong network across Capitol Hill and the executive branch, including close relationships with House Ways and Means Members, the Senate Finance Committee, and House Republican leadership.
