Biography
  • Focuses on energy-related transactions, infrastructure development projects, and advises oil and gas pipeline clients on regulatory and enforcement matters.
  • Provides strategic commercial and regulatory advice related to the Natural Gas Act (NGA), NGPA and ICA.

Sam advises clients on a wide array of transactional matters in the energy sector, notably in the midstream oil and gas space, including acquisitions, divestitures, joint ventures, development projects and commercial agreements. As part of his midstream oil and gas practice, he also represents clients in pipeline regulatory and enforcement matters.

Prior to joining Akin, Sam was an associate at another global law firm in Houston and also served as an attorney at the Federal Energy Regulatory Commission’s (FERC) Office of Administrative Litigation in Washington, D.C., where he represented the agency in litigation involving electric and oil and gas pipeline rates and tariffs.

During law school, Sam served as a judicial intern for the U.S. Court of Appeals for the Fifth Circuit.

Representative Work
  • Represented Phillips 66 in an Interstate Commerce Act (ICA) oil pipeline rate case proceeding before FERC, resulting in a favorable settlement that included throughput & deficiency agreements, transportation services agreements, operating & maintenance agreements, tariffs and proration policies.
  • Represented Howard Energy Partners in the acquisition of EPIC Midstream Holdings’ 120-mile, 12-inch bidirectional ethylene pipeline, connecting Gulf Coast Growth Venture’s petrochemical complex in Corpus Christi to storage facilities in Markham, Texas.
  • Represented oil pipeline client in pipeline expansion project spanning Texas to Arizona, drafting key transactional agreements, including transportation services agreements, terminal services agreements, precedent agreements and joint tariffs.
  • Represented Rockies Express Pipeline LLC in securing FERC approval to increase certificated mainline capacity by 80,000 Dth per day of firm east-to-west transportation service between Monroe County, Ohio, and Audrain County, Missouri, to 2.68 million Dth per day.
  • Represented intrastate natural gas pipeline in obtaining cost-based rates before FERC under Natural Gas Policy Act (NGPA) section 311.
  • Represented natural gas pipeline client in obtaining FERC approval to abandon certificated assets via sale, including providing support for drafting key transactional agreements related to sale.
