The Council of the European Union (the "Council"), together with the European Parliament ("EP"), announced that a resolution had been adopted to introduce new prohibitions to gradually phase-out the import of natural gas and liquefied natural gas ("LNG") from the Russian Federation ("Russia") into the European Union ("EU").
These prohibitions were subsequently published in the EU Official Journal on February 2, 2026 through Regulation (EU) 2026/261 ("Regulation 261"), which also introduced requirements for EU Member States to submit national diversification plans and to implement national provisions for imposing penalties for the failure to comply with Regulation 261. EU Regulation 261 entered into force on February 3, 2026.
