The Bureau of Industry and Security (“BIS”) amended the Export Administration Regulations (“EAR”) by clarifying how Russia and the Russian Federation are referenced in the EAR to ensure consistency with Russia's designation as a U.S. Arms Embargoed Destination under the International Traffic in Arms Regulations ("ITAR").
