The OverRuled: BIS Export Controls Module has been updated with the following actions:

  • 07 Nov 2023 - Nikolay Goltsev; Salimdzhon Nasriddinov; Kristina Puzyreva; Vladimir Bochkarev; Pavel Chernikov; Yekaterina Vetoshkina; Oleg Zenchenko; SH Brothers Group, Inc.; SN Electronics, Inc.; Suntronic F.Z.E. - Denial Order; No monetary penalty

    On November 7, 2023, BIS issued a Temporary Denial Order against Nikolay Goltsev (a.k.a. “Nick Stevens” and “Gio Ross”), Salimdzhon Nasriddinov, Kristina Puzyreva, Vladimir Bochkarev, Pavel Chernikov, Yekaterina Vetoshkina, Oleg Zenchenko, SH Brothers Group, Inc., SN Electronics, Inc., and Suntronic F.Z.E. (“Respondents”) for a period of 180 days in relation to violations of 15 C.F.R. §§ 746.5 and 746.8. Specifically, the Respondents were convicted of conspiring to violate U.S. export control laws in connection with the unlicensed export of items on the CCL and Supp. No. 4 to Part 746, smuggling, as well as failure to file and filing false Electronic Export Information. The Respondents unlawfully sourced and exported millions of dollars in dual-use electronics from the United States for export to Russia without the required licenses. BIS did not impose any monetary penalty.

The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 08 Nov 2023 (OFAC):

    ​OFAC issued amended General License ("GL") 76A, which authorizes the wind down of transactions involving certain entities blocked on November 2, 2023 through 12:01 am EST, January 31, 2024, to clarify that the license applies to Public Joint Stock Company Saint Petersburg Exchange. GL 76, as previously issued, listed the name as "Saint Petersburg Stock Exchange". The GL is otherwise unchanged.

  • 08 Nov 2023 (Russia - Countermeasures):

    ​The Russian President establishes a mechanism allowing for the exchange of certain frozen foreign securities owned by Russian residents for funds of non-Russian residents held in C-type accounts in Russia.
