The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 10 Dec 2025 (OFAC):
The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") issued Russia-related General License ("GL") 131A, "Authorizing Certain Transactions for the Negotiation of and Entry Into Contingent Contracts for the Sale of Lukoil International GmbH and Related Maintenance Activities". GL 131A amends GL 131 to (i) extend the expiration date to January 17, 2026, (ii) remove the requirement that "any payment, directly or indirectly, to LIG Entities or any other blocked person is made into a blocked account", (iii) authorize the crediting and debiting of blocked accounts "for the transactions authorized in paragraph (b)", and to add a condition restricting the "transfer of funds to any person or account located in the Russian Federation."
- 09 Dec 2025 (UK):
The Office of Financial Sanctions Implementation ("OFSI") designated two individuals and five entities pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019.
