The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 10 Apr 2024 (BIS):
BIS added 11 entities to the Entity List, including six under the destination of the PRC, for the following reasons:
- Acquiring and attempting to acquire U.S.-origin items in support of China’s military modernization efforts, including in support of Military-Intelligence End Users;
- Supporting Russia’s military through the procurement, development, and proliferation of Russian unmanned aerials vehicles (UAVs); and
- Working as a part of a network to procure aerospace components for the production of Shahed-series UAVs, which have been used by Iran to attack oil tankers in the Middle East and by Russia in Ukraine.
BIS also revised the existing entry for Shanghai Biren Intelligent Technology Co., Ltd. by adding “Shanghai Biren Technology” as an additional alias.
- Acquiring and attempting to acquire U.S.-origin items in support of China’s military modernization efforts, including in support of Military-Intelligence End Users;
- 29 Mar 2024 (BIS):
BIS released an interim final rule (“Corrections IFR”) to clarify and correct inadvertent errors in two interim final rules, published in October 2023, on advanced computing and supercomputing items (“AC/S IFR”) and semiconductor manufacturing items (“SME IFR”).
The Corrections IFR went into effect on April 4, 2024. BIS is accepting comments on the Corrections IFR until April 29, 2024.
