- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce announced export controls, with extraterritorial effect, on certain rare earth items containing Chinese components. Controls on China-origin rare earths took effect immediately on October 9, 2025, and the controls on foreign-made items will take effect on December 1, 2025.
- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce announced export controls on rare earth-related technologies, effective immediately.

The Ministry of Commerce added 14 foreign entities and certain branches to the Unreliable Entity List.
- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce and the General Administration of Customs jointly announced export controls on certain items related to superhard materials, effective November 8, 2025.
- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce and the General Administration of Customs jointly announced export controls on certain items related to lithium batteries and artificial graphite anode materials, effective November 8, 2025.
- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce and the General Administration of Customs jointly announced export controls on certain rare earth equipment and raw materials, effective November 8, 2025.
- 09 Oct 2025 (China - Measures and Countermeasures):
The Ministry of Commerce and the General Administration of Customs jointly announced export controls on certain medium and heavy rare earth-related items, effective November 8, 2025.
- 09 Oct 2025 (OFAC):
The U.S. Department of State imposed sanctions on approximately 40 individuals, entities, and vessels in various countries including the PRC, Singapore, Türkiye, India, Iran, and the United Arab Emirates, pursuant to EO 13846, for their involvement in the trade of Iranian energy products that generate hundreds of millions of dollars of revenue for the Iranian regime.
Concurrently, OFAC sanctioned over 50 individuals, entities, and vessels in various countries including the United Arab Emirates, Hong Kong, Panama, the Marshall Islands, the PRC, India, Liberia, and Singapore, pursuant to EO 13902 and EO 13846, for their involvement in exporting Iranian petroleum and liquefied petroleum gas to global markets.
These actions are in furtherance of National Security Presidential Memorandum-2, which builds on recent sanctions in July and August targeting key enablers of Iran's oil exports.
