- 16 Nov 2023 - Samantha Coronado - Denial Order; No monetary penalty
On November 16, 2023, BIS issued a Denial Order against Samantha Coronado ("Respondent") for a period of seven years in relation to violations of 18 U.S.C. § 554(a). The order went into effect on the Respondent's date of conviction on June 23, 2022. Specifically, the Respondent was convicted of smuggling 730 rounds of CBC .50 caliber ammunition from the United States to Mexico. The Respondent was sentenced to 46 months of confinement, three years of supervised release and a $100 assessment. BIS did not impose any further monetary penalty on Respondent beyond the Court-imposed penalty.
The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

BIS added four entities under nine entries to the Entity List, including one entity in India and one entity in Russia. BIS added the Indian entity for providing support to Russia's military and/or defense industrial base. BIS also added one entity located in Russia for supplying U.S.-origin aircraft parts to representatives of Nicolás Maduro in Venezuela. These entities did not receive a footnote 3 designation.

The UK's Office of Financial Sanctions Implementation ("OFSI") published its guidance clarifying the UK government's approach to establishing ownership and control pursuant to The Russia (Sanctions) (EU Exit) Regulations 2019.

The End-User Review Committee ("EUC") removed the Ministry of Public Security's Institute of Forensic Science of China from the Entity List pursuant to a removal proposal and review that the EUC conducted.
This entity was designated on the Entity List in June 2020 for being implicated in human rights violations and abuses in the implementation of the PRC's campaign of repression against Muslim minority groups in the Xinjiang Uighur Autonomous Region (XUAR).

As correcting amendments to the Validated End-User ("VEU") List updates published on October 17, 2023, BIS:
- Added the word "therefor", after the word "technology" in the description in the "Eligible items (by ECCN)" column for SK hynix Semiconductor (China) Ltd.; and
- Removed the VEU entry for SK hynix Semiconductor (Wuxi) Ltd. as this entity recently merged with SK hynix Semiconductor (China) Ltd., which has a separate VEU entry.
- Added the word "therefor", after the word "technology" in the description in the "Eligible items (by ECCN)" column for SK hynix Semiconductor (China) Ltd.; and
