BIS issued an order approving a settlement between BIS and Haas Automation, Inc. (the "Respondent") in connection with violations of 15 C.F.R. §§ 764.2(a) and 764.2(b). On 41 occasions between on or about April 2019 through on or about March 2024, and between on or about January 2020 and on or about November 2021, Respondent sold EAR99 designated items for export, reexport, or transfer (in-country) to parties on the Entity List in China and Russia. The items included machine tool parts used to service Respondent’s Computer Numerical Control ("CNC") machines and were valued at approximately $29,254. Specifically, Respondent sold the parts to authorized distributors which were then used to service CNC machines owned by six Entity List parties in China and two Entity List parties in Russia. Furthermore, from on or about November 15, 2021, through on or about May 27, 2022, the Respondent's authorized third-party distributor in Russia filed a series of inaccurate and incomplete Electronic Export Information (“EEI") filings for exports of items subject to the EAR destined to Russia. As part of the settlement and order, the Respondent was assessed a civil penalty in the amount of $1,500,000.00.

As part of a coordinated enforcement effort, the Department of Commerce's Bureau of Industry and Security ("BIS") and the Department of the Treasury's Office of Foreign Assets Control ("OFAC") imposed approximately $2.5 million in combined civil penalties against Haas Automation, Inc. ("Haas") for alleged and apparent violations of U.S. export controls and sanctions laws, including illegal shipments of Computer Numerical Control ("CNC") machine parts to Entity-Listed parties in Russia and China.
