The Office of Financial Sanctions Implementation ("OFSI") amended General Licence INT/2025/8031092 ("GL INT/2025/8031092"), pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019 (the "Russia Regulations"). The GL allows Persons to continue business operations involving Lukoil International and any Lukoil International Subsidiary, which are subsidiaries of PJSC Lukoil, a UK designated person. Capitalized terms not otherwise defined in this entry shall have the meanings given to such terms in the GL.
The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

The Ministry of Commerce ("MOFCOM") added 10 U.S. entities to the Export Control List.
- 22 Jun 2026 (China - Measures and Countermeasures):
The Ministry of Finance announced measures against 46 U.S. entities, barring them from participating in government procurement.
The procurement ban comes after the U.S. Defense Department expanded its so‑called "Chinese military companies" list under what is known as Section 1260H of the National Defense Authorization Act.
