The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 21 Jul 2025 (UK):
The Export Control Joint Unit ("ECJU") published the General Trade Licence (Russia Sanctions – Sectoral Software and Technology) (the "GTL"), following the coming into force of the Russia (Sanctions) (EU Exit) (Amendment) Regulations 2025.
- 21 Jul 2025 (UK):
The Office of Financial Sanctions Implementation ("OFSI") designated two entities and specified 135 vessels under the Russia sanctions regime, pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019.
- 21 Jul 2025 (UK):
In connection with the designation of Intershipping Services LLC, the Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2025/6397444, Intershipping Services LLC Wind-down General Licence (the "GL").
- 21 Jul 2025 (UK):
In connection with the designation of Litasco Middle East DMCC, the Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2025/6488808, Wind Down of Positions Involving Litasco Middle East DMCC (the "GL").
- 21 Jul 2025 (UK):
In connection with the designation of Intershipping Services LLC, the Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2025/6403704, Intershipping Services LLC General Licence (the "GL").
- 18 Jul 2025 (EU):
The EU adopted its 18th package of sanctions against Russia. These latest measures are primarily designed to target Russia's energy, banking, and military sectors, as well as trade with the EU, whilst ensuring accountability for Russia's continued war of aggression against Ukraine. The package includes amendments to both asset freeze sanctions (Council Regulation (EU) No 269/2014) and trade sanctions (Council Regulation (EU) No 833/2014).
Notably, the 18th package introduces new asset freeze designations, a prohibition on imports of refined oil products made from Russian crude, additional export controls, designations of vessels, an extension of existing energy restrictions to cover crude oil projects, and a ban on the temporary storage of Russian crude in the EU.
