On July 24, 2023, OFAC designated three Malian transition government and military officials pursuant to E.O. 14024 for facilitating the deployment and expansion of the activities of Private Military Company "Wagner" (Wagner Group) in Mali which, according to Treasury, has paved the way for the exploitation of Mali's resources to benefit the Wagner Group's operations in Ukraine.

The Verkhovna Rada of Ukraine applied sanctions for the period of 50 years to 34 individuals who are representatives of sports organizations of the Russian Federation and the Republic of Belarus and continue to support Russia's invasion to Ukraine.

On July 21, 2023, the EU designated five individuals under its Russia sanctions regime, for their involvement in the provision of Unmanned Aerial Vehicles ("UAVs") to Russia.

The Russia Sanctions Amendment Regulations (No 6) 2023 came into force. An additional exception was added, and 17 entities and 6 individuals were inserted into the Schedule of sanctioned persons.

The Cabinet of Ministers of Ukraine decided to withdraw Sense Bank, the bank owned by citizens of the Russian Federation and subject to sanctions, from the market and let the Ministry of Finance of Ukraine acquire its shares.

Ukraine withdrew from the Agreement on social security and healthcare for citizens affected by radiation as a result of the Chernobyl and other radiation disasters and accidents, as well as nuclear tests, and the Protocol on amendments and additions to the agreement on social security and healthcare for citizens affected by radiation as a result of the Chernobyl and other radiation disasters and accidents, as well as nuclear tests of September 9, 1994.
- 20 Jul 2023 (UK):
On July 20, 2023, the UK removed Oleg Yurievch Tinkov from the UK sanctions list.
- 12 Jul 2023 (UK):
On July 12, 2023, the Office for Financial Sanctions Implementation ("OFSI") published guidance regarding license applications, noting that incomplete applications will be returned at the time of receipt.
