The OverRuled: BIS Export Controls Module has been updated with the following actions:
- 24 Feb 2026 - Vizocom ICT - Denial Order; USD $374,474
BIS issued an Order approving a settlement between BIS and Vizocom ICT (the “Respondent”) in connection with a violation of 15 C.F.R. § 764.2(a). Specifically, on one occasion on approximately May 22, 2019, Respondent uploaded/transferred specifications for a U.S. manufacturer’s Very High Frequency/Ultra High Frequency antenna to the “Made in China” portal operated by a Chinese manufacturer in China without the required license from BIS. The antenna is designed for military radios, and the specifications are controlled for National Security and Regional Stability reasons under ECCN 3E611 for the production of antenna controlled under ECCN 3A611. Respondent purchased antennas from the Chinese manufacturer that were produced based on the transmitted specifications. Respondent supplied 450 of the antennas to the U.S. Navy and received $165,109.50. As part of the settlement and Order, Respondent was assessed a civil penalty of $374,474. Additionally, BIS issued a five-year suspended Denial Order against Respondent.

The Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2026/8893924 ("GL INT/2026/8893924" or "GL"), pursuant to regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019 (the "Russia Regulations"). The GL allows for the winding down of insurance policies written by Maritime Mutual entities and their subsidiaries before their designation. Capitalized terms not otherwise defined in this entry shall have the meanings given to such terms in the GL.

The GL allows for Persons to wind down from any transactions involving PJSC Transneft or its subsidiaries to which that Person is a party.
