The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 24 Jul 2026 (OFAC):
The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") issued Russia-related General License ("GL") 131H, "Authorizing Certain Transactions for the Negotiation of and Entry Into Contingent Contracts for the Sale of Lukoil International GmbH and Related Maintenance Activities", and amended FAQs 1224 and 1225.
- 23 Jul 2026 (EU):
The Council of the European Union (the "Council") published its 21st sanctions package against Russia. The new measures target Russia's energy revenues, military-industrial complex, financial services, shadow fleet, and critical infrastructure. The EU sanctions package also includes amendments to the asset freeze sanctions, pursuant to Council Regulation (EU) No 269/2014 ("Regulation 269"), and the EU's trade sanctions under Council Regulation (EU) No 833/2014 ("Regulation 833").
The EU also imposed additional restrictions on the Republic of Belarus ("Belarus"), pursuant to Council Regulation (EU) 2026/1846, Council Implementing Regulation (EU) 2026/1817, Council Decision (CFSP) 2026/1847, and Council Implementing Decision (CFSP) 2026/1816. These measures include asset freeze designations and new trade measures that seek to mirror those imposed against Russia under the EU's 21st sanctions package.
