The Office of Financial Sanctions Implementation ("OFSI") amended General Licence ("GL") INT/2023/3566356 in respect of Correspondent Banking Payments pursuant to Regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019 and Regulation 32 of the Republic of Belarus (Sanctions) (EU Exit) Regulations 2019.

Under the Decree of the President of Ukraine “On the Decision of the National Security and Defence Council of Ukraine “On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)” No. 772/2023, dated 23 November 2023, different sanctions were applied to 60 individuals and 93 enterprises.

Under the Decree of the President of Ukraine “On the Decision of the National Security and Defence Council of Ukraine “On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)” No. 773/2023, dated 23 November 2023, different sanctions were applied to 87 individuals and 210 enterprises.

The Russian President transfers the Russia-based publishing assets of a Norwegian media holding, Amedia Eastern Europe AS, under the management of the Russian Government.

The Russian Government lifts the ban on exports of summer diesel fuel.

The Russian Government adopts a mechanism for determining "economically significant organizations."
- 18 Nov 2023 (Ukraine):

Under the Decree of the President of Ukraine “On the Decision of the National Security and Defence Council of Ukraine “On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)” No. 759/2023, dated 18 November 2023, different sanctions were applied to 100 individuals and 37 enterprises related to Russia's invasion to Ukraine.

Under the Decree of the President of Ukraine “On the Decision of the National Security and Defence Council of Ukraine “On Application of and Amending Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)” No. 758/2023, dated 18 November 2023, different sanctions were applied to 8 individuals (former officials of different Ukrainian state authorities who support the Russian invasion).
