Preventing Abuses of the Legal System and the Federal Court (Trump EO Tracker)

Directs the Secretary of the Treasury to issue new guidance within 45 days to enforce the termination of Sections 45Y and 48E tax credits for wind and solar under the One Big Beautiful Bill Act, including restricting safe harbor use and preventing manipulation of “beginning of construction” rules. Treasury is also directed to implement the Act’s enhanced Foreign Entity of Concern (FEOC) restrictions within the same timeframe. Additionally, the Secretary of the Interior must review and revise any department policies that give preferential treatment to wind and solar over dispatchable energy sources.

Through October 15, 2025, all executive departments and agencies are prohibited from filling vacant federal civilian positions or creating new ones unless exempted by law or approved under a limited review process administered by the Office of Personnel Management (OPM). Agencies must ensure any hiring aligns with the Merit Hiring Plan and are barred from using outside contracting to circumvent these restrictions.

Establishes the President’s Make America Beautiful Again Commission to coordinate federal conservation efforts and expand outdoor recreation access. The Commission is directed to promote natural resource stewardship, reduce bureaucratic barriers, and support voluntary conservation, while advising the President on restoring public lands, recovering wildlife, and improving water access and quality. It will be chaired by the Secretary of the Interior, with the Assistant to the President for Domestic Policy serving as Executive Director. Members will include the Secretary of Defense, Secretary of Agriculture (USDA), Administrator of the Environmental Protection Agency (EPA), Director of the Office of Management and Budget (OMB), Chairman of the Council of Economic Advisers (CEA), Assistant to the President and Chief of Staff, Assistant to the President for Economic Policy, Chairman of the Council on Environmental Quality (CEQ), and other Administration officials as designated by the Chair and Executive Director.

Directs the Department of the Interior (DOI), in coordination with the Department of Agriculture (USDA), to raise entrance and pass fees for foreign visitors to national parks while improving affordability and access for U.S. residents. It also mandates action to enhance park infrastructure, address maintenance backlogs, and review existing recreation policies to expand domestic usage and promote underutilized sites. The order also revokes the Presidential Memorandum of January 12, 2017, titled Promoting Diversity and Inclusion in Our National Parks, National Forests, and Other Public Lands and Waters.

Authorizes Junction Pipeline Company, LLC to construct, connect, operate, and maintain a 30-inch cross-border pipeline in Toole County, Montana, for the import of crude oil and petroleum products from Canada, excluding natural gas regulated under the Natural Gas Act.

Authorizes South Bow (USA) LP to operate and maintain an existing 30-inch cross-border pipeline in Cavalier County, North Dakota, for the transport of all hydrocarbons and petroleum products (excluding natural gas regulated under the Natural Gas Act), subject to federal safety and environmental compliance requirements.

Authorizes Steel Reef US Pipelines LLC to operate and maintain existing cross-border pipeline facilities in Burke County, North Dakota, for the export of natural gas liquids to Canada, subject to federal oversight, safety, and environmental compliance requirements.

Orders the termination of prior Syria-related sanctions effective July 1, 2025, while directing the Secretaries of State, Treasury, and Commerce to implement new authorities that both provide targeted sanctions relief and impose expanded measures to hold members of the former Assad regime accountable for war crimes, narcotics trafficking, and human rights abuses.
 
The order revokes the national emergency declared in Executive Order 13338 and associated authorities while preserving enforcement actions for conduct occurring before the effective date.
 
Within 30 days of any suspension of sanctions under the Caesar Syria Civilian Protection Act, the Secretary of State, in consultation with the Secretary of the Treasury, must brief the appropriate congressional committees. Several sanctions imposed under the Chemical and Biological Weapons Control and Warfare Elimination Act are waived following a determination of fundamental leadership change; the waiver becomes effective 20 days after the required congressional notification is transmitted. The Secretary of State, in coordination with the Departments of the Treasury and Commerce, is directed to implement the new framework, including a review of Syria’s State Sponsor of Terrorism designation and pursuit of sanctions relief at the United Nations. The order also expands the scope of Executive Order 13894 to target individuals affiliated with the former Assad regime for war crimes, narcotics trafficking, and human rights abuses.
