Directs federal agencies to develop and implement regulatory, enforcement, and litigation strategies to prohibit third-party pay-for-play payments to college athletes, preserve and expand scholarships in women's and non-revenue sports, and stabilize collegiate athletics through legal protections and policy guidance. The Secretary of Education, in coordination with other federal officials, is tasked with advancing these policies using all available tools, including Title IX enforcement and federal funding decisions.
Within 30 days, the Secretary of Education, in consultation with other federal officials, must develop a plan to implement policies that preserve and expand women's and non-revenue sports and prohibit third-party pay-for-play payments. Within 60 days, the Attorney General and the Chairman of the Federal Trade Commission must review and revise litigation strategies and develop a plan to implement future legal protections for college athletics.
